In September 1999, Richard M. Langhorne, CRE and staff of the company were engaged for consulting services in connection with the renovation and restoration of Angelica House. The scope of work included; review of building plans and specifications, physical inspection of the daily construction work progress, review construction requisitions in order to determine if the work was completed in accordance with the work invoiced and budgeted, specifically review any change orders requested and provide comments and recommendations, interfacing with the professionals on the project with respect to scheduling, timing and mitigating interference between the trade disciplines, delivery of weekly reports which described our findings, attend scheduled meetings, and provided comments and recommendations, continued to monitor the work in progress until punch list items were completed and a certificate of occupancy was awarded. In November 1999, The Langhorne Company was engaged for planning management, negotiation of professional contracts, completion of architectural drawings and construction documents, ADA assessment, code compliance, energy analysis and engineering, permit ready construction documents, bidding process and selection of general contractor in connection with The Pierre Toussaint Center, "The Haitian Center". Upon successful completion of the assignment The Langhorne Company was engaged for project and construction management in connection with Pierre Toussaint Center. In December 1999, The Langhorne Company was engaged for physical assessment, implementation and supervision of remedies for The Catholic Home, two-story building in Perrine, Florida. This is a shelter and home facility for children. The Langhorne Company conducted a physical assessment evaluation including; heating, ventilation, air conditioning systems and duct work, roof, carpet, paint, carpentry, water damage assessment. The assessment included recommendations for remedies, concepts, plan, budget, timeline and selection of professional team. The second phase of the project will be to implement and supervise the approved remedies per approved budget for work at The Catholic Home. The Langhorne Company engaged the necessary pre-approved vendors to accomplish the necessary remedies.In February 2000, The Langhorne Company was engaged for Real Estate Valuation of Catholic Charities program facilities either owned or leased to determine the fair market value and the fair market value of in kind contribution, a capital improvements and repair survey and asset management report for those facilities, and a physical inventory of other personal property assets in those facilities. The scope of work for the real estate valuation of program and administrative facilities included physical measurement information for approximate square footage, fair market value of rental or lease prices and the current fair market value of those facilities, if owned. The valuation of real estate owned included its identification from tax rolls and other official records (if owned): including preliminary class assessment and valuation by comparison with similar properties. For the use of spaces within other Archdiocese property, The Langhorne Company provided a grid with a base median price by square foot and adjusting factors for variables such as office or other services provided, location and class. Market value of rented or leased facilities was assessed by comparison to rental market prices of similarly located and quality facilities.
A separate valuation letter was provided for each location in order to delineate the fair market value of the interests in real estate and the in kind contribution. Each valuation letter was supported by a description of in kind contribution, if any; verification of title, encumbrances, site plan, aerial photograph, an estimate of replacement cost less depreciation. In cases where the facility is leased the estimated value would be expressed in both triple net and full a service basis. The final presentation of this report used a three-ring loose-leaf binder to allow future information updating of individual facilities.
